Q plates for commercial HGV vehicles after chassis alterations

Does anyone know the law on whether a commercial vehicle needs to be issued a Q plate from the DVLA after chassis alterations of converting a 6x2 tractor unit, to a 6x4 rigid 26 ton truck.
Previous conversions for our company have not attracted this Q plate and the proffesional company that carry out this work have altered 100s of truck chassis over the past 20 years, they have also not encountered this problem.
Has the law changed recently, or has someone at the DVLA got it wrong.
